SUB-REGIONAL URBAN DEVELOPMENT PROGRAM FOR TODOS SANTOS – EL PESCADERO – LA PLAYITAS (PSDU) took six years to design and was approved in 2012. This regulatory instrument was a major collaborative effort between government agencies, civil society, businesses, NGOs, and developers. It provides a comprehensive urban planning guide for development of the fragile Pacific coastal environment from Elias Calles in the south, through Pescadero and Todos Santos, and continuing north to above Las Playitas. The program addresses land-use, environmental planning and protection, zoning, infrastructure, social development, economic development, population growth, urban image and architecture, and transportation planning.
Recent development activities, including the mega development Tres Santos, as well as smaller projects, have challenged the dwindling regional aquifer, forced fishermen off their traditional beaches, damaged fragile sand dunes along the coast, and destroyed endangered plants that protect the coast. There is ample evidence that Municipal and State authorities are not enforcing the terms and conditions of the PSDU, resulting in severe environmental damage, social conflict and disturbing growth patterns.
The Patrimonio Comunitario commission believes that if we educate the public and decision makers about the objectives and regulations of the PSDU we can create a community wide respect for and stewardship of the program.
The Patrimonio Comunitario commission has a continued need of funding in order to maintain the following:
- Educate and inform the community about the PSDU through
- Conferences
- Translations of the PSDU Executive Summary and zoning regulations
- Print materials and signs posted in sensitive areas.
- Print and social media
- Make an educational video short about the value of the PSDU for social and economic growth.
- Establish a legal fund to report violations and compel enforcement of PSDU regulations and guidelines
- Organize a regional town hall style meeting with the Municipal President, local officials and the Delegation to educate decision makers about the PSDU and the importance of enforcement policies.
